I wouldnt see how clearing your cache would make anything worse. It just does what it says.

It would make load times slow down temporarily.

Well, besides the slowing down part, he could also be using cached, outdated files, which would cause issues as well. They'd have been pretty damn outdated, but it's always worth a try.

It's missing the border. :P I think that's just IE being gay though. Until I have HTML access, I can't really fix that one.
